Do Paid Links Affect Google Page Rank?

If you try to search the world wide web for the answer, you can find the answer. For me, I am not saying I am an expert when we talk about page ranks, but basing on what I read, I can say the answer is "YES".
There are many articles that explains a lot about google page rank and how it calculates the importance of a certain site in the eyes of SEO's. They talk about algorithms, links (both inbound and outbound), etc... but if you are just an amateur blogger and simply a beginner, you will still be asking "what the heck are those stuffs?" Honestly, until now, how google calculates a page rank is still a big question mark to me. Try to read about how the process works, and it's as clear as mud...that is if you are not an expert webmaster or so, right?
Basing on the title question, most bloggers, particularly paid bloggers basically know what the dilemma is when it comes to establishing a google page rank. Let's face it...the fact is that google hates paid links, and it can actually detect paid links. Most sites (especially blog sites) with high google page ranks and do paid links would ultimately be a bad hit for the site's page rank. I've been there, and I'm talking about experience!
Now, let's take a natural query, like what is Google's current approach to link buying? If you are reading Matt Cutts blog, you will at least learn some ideas you might want to try on your site :). But let me share you what I've read.
According to Matt Cutts, paid links such as those links mostly posted by paid bloggers on their site for purely buzz building and visitor click traffic (or let's plainly say sponsored posts), can badly hit your page rank real bad not until you use the rel="nofollow" attribute. The nofollow tag makes a link that abstains from being an editorial vote because it is a machine readable way specifying the link that doesn't have to be counted as a vote by a search engine. So far, using nofollow tags are considered to be the safest way to buy links. Basically, links with nofollow tags don't appear to be hurting search engines, and that's what Google stands for.
